Never did it, but I think you have to replace the entire headrest assembly.

They are a bit different than air bags, and are called Active Head Restraint (AHR). It's a spring loaded mechanical linkage, not an air bag system. In a front end collision, the AHR activates to cause the head rest to expand/push forward, reducing the space between the rest and your head to help eliminate whiplash.
