From what I've read, TAG makes custom steel bumpers custom made for your application, front and rear. They add about 400 pounds or so per bumper, so expect premature suspension wear.
There are a couple of companies that cater to what you're looking for. A couple have the "bull bar" you're referring to, and one company has a brush guard that looks really good on the Patriots. If you do it yourself, just expect to take a lot of time in the process.

 

400 for both bumpers maybe...I could lift either bumper by myself fairly easily, front was a bit heavier but I have a full brush guard in it too.

 

According to RRO's website, it doesn't appear that you need anything other than their kit. And look through these threads or try a search, I seem to recall seeing a few members that have installed aftermarket bull bars to their existing bumpers. Oddly enough, check a couple threads down.

Has anyone ever thought of getting a JCR (or similar) for an XJ and modifying the mounting points and other (possibly minor) mods on the wings???
