Hi, i have a 2008 Partiot North that i bought used last winter and i have couple questions..

Do you guys know what is this part on pictures and what it is used for?

Found this under steering and it wasnt fixed at all and 2 wires were cut.. (red circle on pictures).

Also found 2 little switches (that looks like some kill switch) with a small module that i dont know at all what they do.. (no alarm system in car)

any ideas?

Looks to me like an aftermarket alarm and/or remote start module. Are there any other identifying labels on it, such as model, serial or part numbers?

The cut wire could just be the antenna stub (meaning it's supposed to be that way).
The two switches are likely a kill and valet switch.

I was going to say a voltage inverter but the plates are blocked off. Is there a MFG label on it with any type of part and model info?

Went to the dealer and they said it is a remote starter. Would be nice if the guy who sold me the car gave me the remote -_-
