I'm with the resistor idea too. Agreed, the low speeds usually drop off first leaving only high. The good news is that control board is only a $100 item.
 
Are you still under warranty? Take it to the dealer.

Solved it! The fiancee reports she saw smoke coming from her dash once... Pulled the temp controls out.. The back side of the power control had some melted plastic that fused to disable the other power levels. Well I pried the temp controls open and cleaned up the contacts and scraped off the plastic and sure enough it worked.

What do you suppose caused the plastic to melt/burn in the first place? I'd be a little nervous it could happen again, and maybe with a worse outcome than just losing a couple fan speeds. "Where there's smoke there's fire."

Good question. I honestly don't know. If I had to guess..water may have made its way back there as one of the contacts looked worse off. If I wasn't looking for a cheap fix I would have bought all new temp controls for 130 from dealer.

Only other thing I can think of is that possibly a piece of plastic broke off of something and interfered with the contact points...there aren't any wires near where the affected parts are.
