The Patriots built for the non-US markets seem to push the foglights outward. The towhooks would go closer to where your foglights are now.

I dont know if there is a towhook made for these markets, but if its feasible, and legal for you, you could maybe look into purchasing a replacement lower-front fascia that has the foglights located "in-ward" more, similar to the picture. Otherwise you will have to do some cutting of your plastic to make it work.
There are install guides for the actual hooks in these forums. Do a search and they should pop up. As for the plastic cutting, you're probably on your own for that one! Otherwise you will have to come up with a custom idea like alvaro_mc.
