Tail light lake

Driving yesterday I got a ding then an EVIC message that my right rear turn signal was out. I was aggrivated because the bulb is less than a year old. Later in the evening I got a pack of new bulbs.

Today, when I went to replace the bulb I noticed that the tail light housing was half filled with water, up to the middle of the reverse light!

Turned out the directional was out due to a broken contact in the socket, and not a bad bulb. Im not sure if the broken contact in the socket is related to the water or not, but it doesn't appear to be. After a thorough inspection, I cannot find any obvious place where water can be getting in. I drilled 5 or 6 small holes in the bottom of the housing to let water get out, but, other than encasing the housing in silicone, how can i prevent this? Is this a common issue?
