Indeed - and who is to blame .... CONGRESS.
Love how everyone treats the USPS as the whipping boy for the lazy bureaucrats in DC.

If the Post Office was truly self regulating as it should, it would be a very efficient and profitable business again.

One issue is volume. The post office is now competing with electronic bills and bill payment. Of course emails and facebook. All have cut down on first class mail. Another issue is not what they pay people who work but how much they pay for people who don't work. The USPS follows the Civil Service or Federal Employees Retirement depending on when the employee started with the post office. It is more expensive and places the liability on the employer and not the employee as in a 401k plan.
