PRESS RELEASE:

Incentives for Purchasing More Fuel-Efficient Vehicles

To increase consumer purchases of more efficient advanced technology vehicles before the new fuel-efficiency standards take effect in 2011, Budget 2007 proposes a new Vehicle Efficiency Incentive (VEI) structure that will cover the full range of passenger vehicles available today. The VEI will have three distinct components and come into effect March 20, 2007:

1. A performance-based rebate program offering up to $2,000 for the purchase of a new fuel-efficient vehicle.
2. Neutral treatment of a broad range of vehicles with average fuel efficiency that are widely purchased by Canadians.

3. A new Green Levy on fuel-inefficient vehicles.

New Rebate for Fuel-Efficient Vehicles

Current models qualifying for the rebate will include hybrid electric vehicles, conventional fuel efficient vehicles and the most efficient of the E-85 fuel and flex fuel vehicles. The list of eligible vehicles will be established by Transport Canada by combining the city and highway fuel-efficiency ratings.

The thresholds will be based on a combined 55 per cent city and 45 per cent highway rating. Initially, new automobiles with a combined fuel consumption rating of 6.5 L/100 km or less and minivans, sport utility vehicles (SUVs) and other light trucks with fuel consumption of 8.3 L/100 km or less will be eligible for a rebate.

These thresholds will be reviewed periodically. The basic rebate amount will be $1,000, and an additional $500 will be added for each half litre per 100 km improvement in the combined fuel-efficiency rating of the vehicle below these thresholds. The maximum rebate value will be $2,000. Efficient E-85 fuel vehicles will be eligible for a rebate of $1,000. Eligible new vehicle purchases or leases as of March 20, 2007, will qualify for the rebate.

2 Continuous/variable/transmission.
3 Fuel consumption rating based on use of E85 fuel Greenhouse gas emissions per kilometre of travel with E85 are approximately 40 per cent lower than for regular unleaded gasoline.

More information on the program, including the vehicles eligible for the rebate, will be published on Transport Canada’s website (www.tc.gc.ca). The lists of eligible vehicles will be updated as information on new vehicle fuel-efficiency ratings becomes available. Consumers purchasing or leasing (long-term leasing for a period of at least 12 months) an eligible vehicle should keep a proof of purchase or a copy of the lease agreement. Consumers will be asked to show proof of registration, in Canada, of the new vehicle.

While the introduction of rebates for eligible fuel-efficient vehicles is proposed to take effect March 20, 2007, the payment of rebates will be made once administration and delivery systems have been put in place. The Government is aiming to make rebate payments by fall 2007.

New Green Levy on Fuel-Inefficient Vehicles

For new passenger vehicles (excluding trucks) with fuel-efficiency ratings of 13.0 L/100 km or more, the incentive structure will include a new Green Levy on these vehicles, payable by the manufacturer or importer when vehicles are delivered into the Canadian market. The fuel-efficiency rating will be based on the same combination of city (55 per cent) and highway (45 per cent) fuel consumption ratings used to establish the parameters for the rebate.

The new Green Levy will start at $1,000 for passenger vehicles with combined fuel-efficiency ratings of at least 13.0 L/100 km but less than 14.0 L/100 km. The rate will increase in $1,000 increments for each full litre per 100 km increase in the combined fuel-efficiency rating above the 13.0 L/100 km floor, to a maximum of $4,000, for vehicles with ratings of 16.0 L/100 km or more.

The levy will apply to new vehicles delivered by a manufacturer or importer to a purchaser (usually a dealer) after March 19, 2007. Inventories of vehicles held by dealerships will not be subject to the new Green Levy. Certain consumer purchase contracts entered into before March 20, 2007, will also be grandfathered. With the introduction of the new levy, the existing excise tax on heavy vehicles will be eliminated effective March 20, 2007.

This budget has still to pass in a minority government and although most of us will miss out on the rebate, at least we don't get nailed by the gas guzzler tax. Seems Prius owners have an extra reason to be smug (as if they need one) and Hummer owners have an extra reason to be pissed off (as if they care).

LMAO! Aye, just saw the budget news tonight on CBC TV -- it's Spring -- the smell of Canadian politics is in the air. On the plus side, if pushed through I'll see an extra $310 a head on the kids times two, so I can re-allocate that if they want to ride in my new wheels, or they can :smiley_thumbs_up: to soccer practice.

I just got in touch with my dealer that I was planning to take a test spin with. Here was the exchange.

Thanks! Here is some more information you might like to see then. I calculated the Levy to be about $1,900 (best case) and $3,000 (worst case)
which is quite substantial.

Also funny, they don't indicate which the Levy is based on either, CITY or HWY mileage. My assumption would be the lesser of the two -- but we are talking about bureaucrats after all.

Numbers Based On Information Provided On This Page:

http://www.carpages.ca/go/roadtest/2008_jeep_patriot_road__trail_test.aspx

Fuel Economy (2WD 5-spd: city/hwy): 9.0 / 7.8 L/100 km
Fuel Economy (4WD CVT FD-II: city/hwy): 11.2 / 10.2 L/100 km <= Best #'s I could find on model I want.

City: 11.2 - 8.2 = 3.0 L/100 km Difference -- or $3,000.
HWY: 10.2 - 7.8 = 2.4 L/100 km Difference -- or $2,400

------------------

If you take the numbers directly off the governments page below, there is also a discrepancy:

http://www.tc.gc.ca/programs/environment/ecotransport/ecoauto.htm

Jeep Compass
Rebate: $1000
2.4 L, 4 cylinder
5-Speed Manual
CFCR = 8.2 L/100 km <== Assuming HWY miles here?

Jeep Compass
Rebate: $1000
2.0 L, 4 cylinder
Continuously Variable Transmission
CFCR = 8.3 L/100 km <== Assuming HWY miles here?

HWY: 10.2 - 8.3 = 2.4 L/100 km Difference -- or $1,900

PS - You might want to keep a heart beat on this page as well.

Thank you for your e-mail. Yes I would like to confirm your appointment for tonight. I looked in to the levy for you and it looks like we still have some time till it takes affect. As I understand it the budget was just tabled yesterday and has not yet passed in to law. So the end result is that we still have a small window to get you your Patriot and still not pay the levy.

<SNIP DETAILS ON MEETING TONIGHT>

Thanks again for the article on the new levy. I am going to print it out and display it in my office.

Yours truly,

Some Dodge Dealer

Just to confirm we will be dropping in tonight to test drive. Also, with this new announcement made yesterday by our beloved Government, how will this impact cost on ordering a new 4x4 North Freedom Drive 2 package from you? What (if any) Levy cost will be applied to that package?

See you tonight.

I do not think that this levy will affect the patriot.

Only if the average fuel economy rating of your vehicle (based on 55% of the city rating + 45% of the hwy rating) is >= 13.0 l/100km will you have to pay a tax.

And if your average is < 8.4 you will get a rebate

Good point, I guess I overlooked that. So what yer saying then is (based on my best find numbers for the 4x4 North Package):

Fuel Economy (4WD CVT FD-II: city/hwy): 11.2 / 10.2 L/100 km

CITY: 11.2 * 0.55 = 6.6 L/100 km
HWY: 10.2 * 0.45 = 4.5 L/100 km

6.6 + 4.5 = 11.1 L/100 km

Yes, I think the rest of the Patriots, including all 4WD models have neither a rebate nor a levy--

...now, if you were looking at a HEMI, that's a different story....

That is right

You should have no levy

Thanks frosty for the info, since my Patriot will be arriving in about 7 weeks i'll be eligible for the program. I'll call tomorrow and get some info.

I think if you live in Quebec you get all the federal rebates there are so I wouldn't worry too much.Good luck.
