PCM replacement NOT done by dealership?

So I hate my dealership to put it nicely. Over the years they've charged me for a throttle body replacement when the problem was a needed tune up (only to replace the throttle body again 2 years later). They charged me for a transmission service only for me to go in a couple of weeks later for something else and they tell me the transmission needs servicing. Now it's the PCM. I ask them if it's been flashed with the most current update (it's a 2007), they say immediately "oh yeah, it's the most current". Forgive me if I doubt them.

Question is, has anyone either:

A) bought a refurb PCM and have a non-dealership shop install it

or

B) had a non-dealership shop get a new PCM and install it

I know Chrysler can be a bitch sometimes and will only allow certain parts to be sold to dealerships. Was wondering if this is one of them.

I really don't want to pay the quoted $1000+ for them to make yet another mistake about what's wrong.

I have the same issue now on my '07

Any luck with yours.

What did you end up doing?

I live in NY and won't pass inspection until I get this done. As soon as I do, I'm getting rid of this car.
